Description

Costain is working closely with Severn Trent Water on their Capital Delivery Framework, as part of it's capital programme for AMP8. As part of the Design and Build Framework lot, Costain brings together its design, construction, and consultancy expertise to undertake renewal and refurbishment projects and will assist Severn Trent in its target to make continuous improvements to its safety performance, whilst ensuring continuity of supply and consequently lowering costs for its customers.

The Project Manager will support the delivery of planned work across the Severn Trent Water (STW) Gloucester region and develop key relationships with STW operational personnel, supply chain partners and wider Integrated Project Team. The role will require experience of both design and delivery of water projects with the successful individual either responsible for the delivery of one major project or a portfolio of smaller projects.

This specific project portfolio is focused on Early Contractor Involvement for the installation of control gates on existing trunk sewers across the Gloucester region.

Responsibilities
  • ECI Management & Delivery: Manage and lead all site-based ECI activities, taking responsibility for arranging specialised site surveys, managing utility trial holes, and compiling engineering reports to feed into detailed design.
  • Highways & Stakeholder Interface: Oversee project delivery within live highways environments, ensuring necessary street works permits, traffic management schemes, and local authority interfaces are managed safely and compliantly.
  • Team Leadership: Provide leadership, line management and development of site teams.
  • Whole Life Accountability: Provide whole life oversight and accountability for the successful completion of projects and services, through design, procurement, assembly, commissioning, and handover.
  • Supply Chain Management: Ensure supply chain remain compliant with the framework management plan.
  • Safety Culture: Provide Leadership to create a safety culture to ensure Zero LTI and RIDDOR Incidents.
  • Commercial Focus: Ensure a commercial focus with a high level of challenge on project scope and choosing efficient delivery strategies.
  • Enterprise Engagement: Ensure all stakeholders within the Enterprise are engaged at strategic & operational levels and supportive of the projects and services and their potential impacts.
  • Performance Reporting: Ensure consistent and reliable reporting of project/services performance.
  • Risk Mitigation: Ensure key project and programme risks are identified early, and mitigated where possible

 

Knowledge, Skills and Experience 

  • Multidisciplinary Project Experience: Previous experience of managing multidisciplinary projects including Civils and MEICA (preferably in the water sector).
  • Highways & Utilities Environment: Proven track record of successfully managing civil engineering or utility projects within live highways, with a strong understanding of traffic management and street works requirements.
  • ECI & Survey Coordination: Demonstrable experience in managing early contractor involvement phases, including scoping/arranging third-party surveys (CCTV, GPR, utility mapping) and compiling technical reports.
  • Programme Delivery: Strong track record of delivery of project programmes.
  • Contractual Knowledge: Knowledge and understanding of construction contract law and forms of contract through experience and formal training.
  • Relationship Building: Ability to build trusted relationships with key client stakeholders, within your team and across the Framework & Costain group.
  • IT Competence: Computer competence (MS Word, Excel, Document control system, Primavera software).
  • Communication: Good communication and interpersonal skills.


Qualifications

Essential 

  • Relevant CSCS card (Management level).
  • HNC/HND or degree in a relevant engineering discipline.
  • SMSTS qualification.
  • Relevant Street Works / Highways Certification: (e.g., NRSWA Supervisor/Manager qualification) – Required due to live highway environments.
  • Full UK Driving Licence

 

Desirable

  • Recognised Project Management qualification (e.g., APM).
  • Confined Space Awareness training (highly advantageous due to the nature of trunk sewer assets).
  • First Aid 
  • Behavioural Management Training 
  • Professionally qualified or working towards professional qualification.
